POSITION SUMMARY

The APVMA is seeking an experienced ICT professional with proven experience managing sourcing and service provision for managed services and ensuring that robust cyber security arrangements are in place for vendor service delivery. 

Reporting to the Chief Technology Officer (CTO), the Assistant Director, Strategic Sourcing and Cyber Resilience will be responsible for assisting the CTO in leading and providing strategic and operational direction to:

  • Managing the agency’s sourcing arrangements and ensuring that vendors are meeting their contractual obligations;
  • Rationalising and streamlining our contracted services to ensure that consistent terms and management frameworks are in place;
  • Establishing policy and performance measures to ensure that the agency (and its service providers) evolve their cyber security posture to a higher maturity level and meet mandatory compliance requirements;
  • Providing input to innovation initiatives that transform the business to improve outcomes and efficiencies, particularly through digital transformation;
  • Assisting in the management of the Section, including staff development, training and support and initiatives across the APVMA;
  • Build and manage plans that match short-term and long-term goals with specific technology and product solutions to help meet those goals.

The Assistant Director will be responsible for managing the APVMA ICT portfolio of managed services, software licences, and assets to ensure that costs are managed effectively and duplication is minimised.   The Assistant Director will also be responsible for ensuring that acquisitions are managed effectively to achieve value for money and sustainable whole of life costs.  This will include assessment and advice on new initiatives and acquisitions.    The role will include responsibility for leading a major acquisition of refreshed managed services arrangements for all ICT services and advising the senior leadership team regarding an appropriate sourcing model and contract management arrangement.   In addition, the candidate will be responsible for leading a major initiative to uplift the security compliance for our existing managed services arrangements.

KNOWLEDGE, SKILLS AND ABILITIES

To be considered for this role you will have a proven track record in government procurement and contract management for ICT services. You will have a solid understanding of cloud delivery models and be able to provide decision making criteria to ensure that a delivery model is fit for purpose for the agency needs.  

You will need to demonstrate a strong understanding of whole of government cyber security policy and the ability to apply performance measurement processes to ensure that vendors comply with whole of government policy. 

You will bring experience working in complex and changing environments and be required to develop a strong understanding of the APVMA business by proactively engaging with business process owners to ensure that solutions deliver business value.  

You will have strong written and verbal communication skills with a tenacious, resilient, resourceful and collaborative approach to delivery, and have demonstrated ability to assist in the management of a team, including staff development, training and support and initiatives across an organisation.

You will have the knowledge and experience to build and manage plans that match short-term and long-term goals with specific technology and product solutions to help meet those goals. You will also possess outstanding personal attributes including personal drive and integrity, highly developed communication and consultation skills which demonstrate a capacity to work collaboratively and build and sustain positive working relationships.

SELECTION CRITERIA

To be considered for this role you will need: 

Essential:

  1. Broad ICT experience with a strong understanding of cloud delivery models and whole of government procurement requirements;
  2. Experience leading large scale ICT acquisitions and contract negotiations within the government procurement framework;
  3. Experience managing complex contracts for cloud and managed services;
  4. Demonstrated understanding and ability to apply the whole of government Cyber security policy framework;
  5. Demonstrated experience in delivering ICT plans and business cases;
  6. Well-developed interpersonal skills, and experience assisting peers and developing a team;
  7. Willingness to abide by the APS Values, Code of Conduct and Employment Principles, and a demonstrated commitment to applying the principles and practices of WHS, equity and diversity in the workplace.

Desirable:

  1. Relevant experience with Australian primary production, investigations, project management, or in a regulatory environment will be highly regarded.
