Why this role matters
As Disaster Management Officer, you will play a vital role in building the preparedness, resilience and recovery capability of the Livingstone Shire community. Working within Council’s Disaster Management and Community Resilience team, this role provides specialist support across the full disaster management cycle – prevention, preparedness, response and recovery.
You will contribute to the coordination and delivery of Council’s disaster management arrangements, support operational response activities during activations, and work closely with internal and external partners to strengthen community readiness and resilience in line with legislative and governance frameworks.

What you will be doing:
This is a specialist role with strong operational, coordination and stakeholder engagement elements. You will:
- Support the coordination, implementation and review of Council’s disaster management arrangements in line with the Disaster Management Act 2003, Queensland Disaster Management Arrangements and Council governance frameworks
- Lead the development and maintenance of disaster management plans, sub-plans, procedures and policies
- Coordinate arrangements for cyclone shelters, evacuation centres and places of refuge, including staff recruitment, training and readiness
- Perform a key operational role within the Local Disaster Coordination Centre (LDCC) during disaster activations
- Provide liaison and operational support to SES groups and key internal and external stakeholders
- Support community preparedness, recovery and resilience initiatives, including delivery of the Get Ready program
- Prepare and deliver disaster management training, exercises and awareness activities
- Participate in post-event debriefs, lessons learned reviews and continuous improvement initiatives
- Maintain accurate records and uphold governance, transparency and compliance standards
- Be available to work outside normal business hours and undertake extended hours during disaster and emergency activations

What you will bring:
You are a capable and motivated disaster management professional who brings:
- Sound knowledge of Queensland disaster management arrangements and emergency management principles
- Experience contributing to disaster management planning, coordination and operational response activities
- Strong leadership and interpersonal skills, with the ability to influence and work collaboratively across agencies and the community
- Well-developed written and verbal communication skills
- The ability to manage competing priorities in high-pressure and time-sensitive environments
- Confidence using corporate systems and Microsoft Office tools
- Professional judgement, resilience and a strong commitment to ethical practice and community outcomes
Mandatory requirements
- Advanced Diploma of Public Safety (Emergency Management) and/or substantial experience and sound discipline knowledge gained in a similar disaster management role.
- Demonstrated understanding of Queensland disaster management legislation and arrangements.
- Current C Class driver licence.
- Availability to work outside normal business hours during disasters, emergencies and community engagement activities
Desirable
- Experience working within a local government environment.
- AIIMS Functional Management or Incident Management Team training (or equivalent)
- Training aligned with the Queensland Disaster Management Training Framework.
- Qualifications or experience in project management
