TAFE Queensland implements the Australia Pacific Training Coalition (APTC) on behalf of the Department of Foreign Affairs and Trade (DFAT). APTC is a centre for training excellence, providing Australian-standard training qualifications and skills across the Pacific and Timor-Leste. As Australia’s key Technical and Vocational Education and Training (TVET) investment in the region, APTC works collaboratively with TVET stakeholders to achieve training delivery outcomes and reforms to national and regional TVET systems. 

APTC has country offices in Fiji, Vanuatu, PNG, Samoa, Solomon Islands and Timor-Leste and representatives in Kiribati, Nauru, Tonga and Tuvalu. The Country Offices are supported by a range of services provided from a regional head office located in Suva, Fiji.

Your Opportunity

As Partnerships and Communications Coordinator you will implement the APTC’s Communications Strategy in Timor-Leste to build awareness and promote the APTC’s positive image. 

You will support the APTC Timor-Leste’s partnership arrangements and lead social media and program communications for the country office. You will also coordinate, collate and contribute to Planning Monitoring, Evaluation and Learning (PMEL) reports for a range of target audiences, including for TAFE Queensland, DFAT and APTC Regional Head Office (RHO). 

This position reports to the Country Director.

This is a permanent full-time opportunity, to 31 March 2025.

The position will be based primarily at Dili, Timor-Leste however you may be required to perform work at other APTC campuses.  

The Total Remuneration Package (TRP) for this role is US$17, 098 and 6% social security

Key Responsibilities

Strategic Communications

a) Support the implementation of the APTC Communication Strategy and the development and implementation of related plans through the Timor-Leste Country Office;

b) Assist the RHO Communications and Marketing Team to:

Research and produce quality written materials for approval such as media releases, web articles, case studies and publications relating to APTC;

Develop engaging content for APTC’s social media and multimedia platforms;

Support the planning and management of projects and communications that use visuals and/or multimedia storytelling to convey and support progress towards APTC’s outcomes.

c) Monitor APTC’s mainstream media exposure in Timor-Leste to provide regular reports to the Country Director and RHO Communications and Marketing Team;

Partnerships  

a) Collaborate with the Country Director to gather and oversee the due diligence assessment processes for selected partners.

b) Assist the Country Director in finalising partnership documentation and grant agreements, ensuring all terms and conditions are clearly defined and mutually agreed upon with Timor-Leste partners.

c) Coordinate with the Suva-based Regional Head Office to facilitate the disbursement of funds to partners, ensuring adherence to established guidelines.

Planning Monitoring, Evaluation and Learning

a) In consultation with the Country Director and the RHO PMEL team, contribute to organisational reporting requirements including 

coordinating, collecting and collating contributions from the Timor-Leste Country Office for reporting to a range of audiences, including DFAT, TAFE Queensland and RHO;

contributing to a range of evidence-based reports (including creating narrative, populating report sections, editing and formatting) to demonstrate progress towards APTC’s end-of-program outcomes.

b) In consultation with the RHO PMEL team, implement MELF tools and guidelines for data collection activities to ensure reliable and valid reporting that incorporates GEDSI disaggregation;

c) Support Country Office staff to capture lessons and effectively collect, document and use program evidence.

Organisational Development 

a) Support the Country Director to build expertise and professional excellence within the Country Office;

b) In conjunction with the Country Office team, contribute to six monthly and annual reflection and review processes to promote adaptive learning and decision making processes; 

How you will be assessed

The ideal applicant will be someone who has the following key capabilities:

1. Degree level qualification or higher in related fields or post-secondary qualification and demonstrated extensive experience in related field.

2. Demonstrated experience in the collection, analysis, interpretation and presentation of data.

3. Very strong interpersonal, written and oral communication skills in both Tetum and English with demonstrated ability to convey specialised and nuanced information through a range of communication mediums, including professional presentations, promotional        materials, social media content, strategic communications and high level reports.

4. Proven experience in building and sustaining productive internal and external stakeholder relationships and developing relationships of trust with partners and counterparts.

5. Excellent organisational and analytical skills, with proven ability to establish priorities and meet tight deadlines, organise high volume workloads and address challenges with creative solutions to achieve objectives within a complex environment.

6. High level skills and knowledge in the application of MS Office programs to an advanced level including Word, Outlook, Excel and PowerPoint and the ability to use graphic design software including Adobe Creative Suite.

Highly Desirable Requirements

  • Experience working within a post-secondary educational organisation, preferably TVET and a strong commitment to TVET reform and Timor-Leste skills development.
  • Ability to work through uncertainty by working collaboratively and with creativity to support the achievement of shared objectives.
  • Demonstrated cultural awareness and sensitivity and proven ability to work with people from diverse cultural and linguistic backgrounds and diversity of age, gender and ability.
  • Experience working on an aid-funded or international development project, preferably Australian Government.
  • Experience working on projects or programs with a GEDSI focus. 
  • The possession of a motor vehicle driver’s licence.
