As Australia’s key Technical and Vocational Education and Training (TVET) investment in the region, APTC works collaboratively with TVET stakeholders to achieve training delivery outcomes and reforms to national and regional TVET systems. 

APTC has country offices in Fiji, Vanuatu, PNG, Samoa, Solomon Islands and Timor-Leste and representatives in Kiribati, Nauru, Tonga and Tuvalu. The Country Offices are supported by a range of services provided from a regional head office located in Suva, Fiji.

Your Opportunity

As the Human Resources Officer you will be responsible for:

  • providing support and a comprehensive range of services to the Executive Country Director, PNG and the APTC Human Resources Manager, and other staff with a particular focus on human resources.

This position reports to the Executive Country Director, PNG

This is a permanent, full-time opportunity, to 31 March 2025.

The position will be based primarily at Port Moresby, PNG

The Total Remuneration Package (TRP) for this role is PGK49,500.

Key Responsibilities

  • Support national staff recruitment and selection processes in a timely and efficient manner, including advice and support to Country staff, arranging interviews, preparation of selection panel reports in liaison with the Regional Head Office (RHO) Human Resources Team.
  • Administer the induction of new staff and coordinate training activities for staff in PNG.
  • Ensure all recruitment documents are signed and local NASFUND and IRC tax forms are completed correctly.
  • Assist the staff mobilisation and demobilisation process including Exemption work permits for staff and approved dependents, airport welcome, and temporary accommodation arrangements, if necessary.
  • Administer health insurance for National staff.
  • Administer and participate in exit interviews for staff and make recommendations as appropriate.
  • Provide information and advice to Country staff on recruitment, payroll, leave and other human resource matters ensuring open and effective communication and referring them to the relevant personnel, if required.
  • Administer temporary staffing requirements including obtaining appropriate approvals, contacting and working with the temporary staffing agency, conducting temporary employee orientation and contract signing.
  • Administer leave applications and schedules for staff, ensuring that staff attendance is monitored and timesheets are submitted on a weekly basis across the PNG offices in accordance with DFAT requirements. 
  • Ensure timely and efficient administration of the human resource record system utilising MS Excel or database system, including scanning, processing and filing of human resource records.
  • Maintain the security plan and emergency tree ensuring it is up to date and relevant at all times.
  • Maintain and update the Living in Guide and Safety Handbook for PNG.
  • Due to COVID-19 pandemic, the HR Officer will also act as a hygiene warden on campus ensuring staff and students follow hygiene protocols and PPEs replenished at designated locations.
  • Provide COVID-19 safety awareness at student orientation at the beginning of each semester.
  • Ensuring good and safe hygiene is practiced on campus, disseminating Government information on local policies and measures to all staff and students and management.

How you will be assessed

The ideal applicant will be someone who has the following key capabilities:

1. Preferably degree level qualification in Human Resources or  relevant post-secondary qualification and demonstrated Human resources administration experience. 

2. Experience dealing with PNG Immigration for expatriate staff, highly desirable.

3. Proven ability to exercise independence and sound judgement in the application of relevant policies and procedures.

4. Demonstrated ability to work independently and to work as part of a small and dedicated team as circumstances require.

5. Excellent written and oral communication skills in English & local language

6. Demonstrated ability to use Microsoft Office programs to an advanced or intermediate level including Word, Excel, Outlook and PowerPoint.

Highly Desirable Requirements

  • Experience working within an educational organisation.
  • Experience working on an aid-funded project, preferably Australian Government.
