APTC has country offices in Fiji, Vanuatu, PNG, Samoa, Solomon Islands and Timor-Leste and representatives in Kiribati, Nauru, Tonga and Tuvalu. The Country Offices are supported by a range of services provided from a regional head office located in Suva, Fiji

Your Opportunity

The Finance Coordinator is a senior member of the finance team and is accountable, under the direction and guidance of  the Director Operations PNG and Manager, Finance Pacific, for ensuring all APTC PNG financial activities are implemented and undertaken in accordance with APTC policies and work instructions.

In addition to ensuring the administration of all financial activities the Finance Coordinator will provide reporting of financial and program activity at a PNG country level that fulfils corporate and operational requirements 

This position reports to the Director Operations & Security.

This is a temporary full time opportunity until 31 March 2025.

The position will be based primarily at Port Moresby, PNG.

The Total Remuneration Package (TRP) for this role is PGK 80,953.

Key Responsibilities

  • Ensure the implementation of internal control mechanisms in order to mitigate financial risks.
  • Ensure the PNG Country Office financial activities are completed at the country level.  This includes supporting and managing finance officers in the completion of activity such as the payments and processing of suppliers, cash flow forecast, reconciliation of banking and vendor accounts, GST reporting and all cash transactions at the country level.
  • Assist with staff training, performance evaluations and retention activities. Producing financial reports related to budgets, account payables, account receivables, expenses and program activity. 
  • Manage APTC PNG cash flow and forecast requirements.
  • Participate in budgeting monitoring procedures, forecasting for business and general ledger management.
  • Work with the RHO Finance team to manage finance documentation and reporting as required.
  • Identify, interpret and recommend strategies relating to all legislations that affects the financial management of services.   
  • Liaising with external auditors and tax agent to ensure compliance with accounting standards, tax regulations, income tax and other statutory payments and reporting
  • Review and provide recommendations into strengthening current internal control and process improvement.
  • Ensure the standards and procedures of the finance service continually develop in accordance with best practice and regulatory requirements 
  • Ensure all procurement is completed in accordance with ATPC procurement requirements.
  • Assist with duties and projects as assigned by the Director Operations or Manager, Finance Pacific

How you will be assessed

The ideal applicant will be someone who has the following key capabilities:

  1. Experience of:
    • 5 years in senior financial accounting roles with supervisory duties
    • 5 years in preparing financial reports and cash flow statements in accordance with internationally recognised accounting standards
    • 5 years in medium to large business environment with decentralised finance functions
    • Proven ability to work independently, often under pressure, and exercise sound judgement in the development and implementation of financial management functions.
  2. Demonstrated experience in operating within a finance environment using computerised finance systems. 
  3. Experience in establishing priorities, organising workloads, achieving objectives and meeting tight deadlines within medium to large business such as an education provider.
  4. Advanced skill level in the use of Microsoft Excel and financial software systems.
  5. Excellent interpersonal and communication skills with an eye for detail combined with sound written and oral communication skills in English & local language.
  6. Ability to work collaboratively as part of a small and dedicated team, as well as across multiple sites.

Mandatory Qualifications/Requirements

  • Degree level qualification in accounting and CPA/CAA or similar professional membership is desirable. 

Highly Desirable Requirements

  • Intermediate or advanced skills in the use of Microsoft Word, Outlook and PowerPoint.
  • Experience working within an educational organisation would be an advantage.
  • Experience working on an aid-funded project, preferably Australian Government, would be an advantage.
